The mirror list as populated by mirrorselect lists some servers with a trailing slash, some without. Depending on the fetch client used and the server hit, this makes things either work, not work, or complain about "//" in the path as violating some RFC. As this line may also have local mirrors entered manually and its easy enough to forget which is the preferred style... Could portage just silently drop the trailing slash?
