The mod_php ebuild does not compile in YP/NIS support under any circumstances. 
It does not detect YP/NIS support on the host and add the configure flag. 

Reproducible: Always
Steps to Reproduce:
1. Configure host to support NIS 
2. Compile mod_php 
3. Check for YP/NIS support in mod_php 
Actual Results:  
YP/NIS support was not present. 

Expected Results:  
YP/NIS should have been supported if supported by the host configuration.
