The fetch restriction on jnlp-bin ebuild forces me to download javaws-1_2-dev.zip manually from the following url:
https://cds.sun.com/is-bin/INTERSHOP.enfinity/WFS/CDS-CDS_Developer-Site/en_US/-/USD/ViewProductDetail-Start?ProductRef=7026-jaws_dev_pack-1.2-oth-JPR@CDS-CDS_Developer
After I submit the agreement with Software License it displays message "Your download transaction cannot be approved. Contact Customer Service.". I sent them a message and entering this report as well.
I would appreciate to use open source implementation openjnlp if someone could advice me how to satisfy the dependency with it.

1. Open the url
2. Mark the checkbox
3. Click on Continue button

Error message

Downloading will proceed

The issue was temporary.
