The 71.86.x series is deprecated and only works with xorg-server-1.4 and older, since this version is no longer available in the portage tree, this version won't be bumped in the tree.

Yes, NVIDIA made a public announcement that they were dropping support for 71.x.y keeping up with xorg-server releases.
