When you try to build kdebindigs-ruby with webkit useflag, it does not enforce webkit useflag to smoke, causing building to fail

Reproducible: Always

Steps to Reproduce:
1. Ensure you have no global webkit flag
2. Build kdebindings-ruby with webkit flag
3.

Actual Results:  
Build fails

Expected Results:  
Build succeeded.

Makes sense. Fixed in the overlay (all versions).
