i'm hosted rsync and distfiles only mirrors for network segments:
91.204.232.0/22
89.28.248.0/21
188.92.216.0/21

mirrors adresses:
rsync://mirror.arbuz.ru/gentoo-portage/
http://mirror.arbuz.ru/gentoo-distfiles/

also I what to say, that this segments of internet going to big world through satellite. but my mirror accessible through earth/air communications of our region.

It looks like this mirror doesn't exist anymore.  Atleast when I go to the link I don't see a Gentoo mirror.

Are outages like this common?  Or was this a normal maintenance window?

I have put your server into our monitoring system so we can check it for the
next 2 weeks.  If everything looks okay, you will be put into the official
rotation.

Looks like your mirror is lagging.  Could you please look into the issue?

what you mean by "lagging"? we are have satellite connection to "big world" and ping ECHO is about 600 ms(i'm already wrote this on second comment)

Lagging in this case means that your server is not updating as often as required by our mirroring policy.  Distfiles should be updating every 4 hours.  The documentation can be found at the following 2 links:
