GEOS 3.2 introduced some functions I am using in GeoDjango.

This patch adds the functionality to GeoDjango, if GEOS >= 3.2 is detected.

Could this patch be added to the ebuild, maybe just as USE flag?

feature request patches are rarely added since its usually the job for upstream.
