File /etc/init.d/postgresql-8.4 possible need string
opts="reload"                                                                                                                                                  
for reloading.
Please, add it.

This issue has been fixed already.

You can do the following to resolve your issue:
# emerge --sync
# cp /usr/portage/dev-db/postgresql-server/files/postgresql.init-8.4-r1 /etc/init.d/postgresql-8.4
