A "tools" directory should be created in gentoo/xml/htdocs/proj/en/. My current account does not allow me to create that directory.

The index.xml in that directory would describe the scope of the gentoo tools project (includes GLEP 15). keychain.xml should be placed in that directory, the old keychain.xml should be replaced with a this page has moved link to the Gentoo/Tools index.xml page.
