make[2]: *** No rule to make target `/usr/lib/libmyth-0.23.so', needed by `libmythgallery.so'. Stop. It seems weird for the build system to consider that a Make target. The file should be provided by media-tv/mythtv, which this plugin does not DEPEND or RDEPEND on. Interestingly, media-plugins/mythgallery inherits from mythtv-plugins.eclass, which does set DEPEND/RDEPEND to include mythtv. However, mythgallery then sets both DEPEND and RDEPEND to fixed values without including $RDEPEND/$DEPEND, thus losing any changes made by the inherited eclass.
No the DEPEND/RDEPEND of the eclass are fixed, that's not the problem. The problem is that the name installed by mythtv changed...
Turns out upstream now considers minor releases ABI/API incompatible. e.g. 0.23.0 and 0.23.1 are ABI/API incompatible and I now need to adjust all the depends as such. Previously you were able to build a 0.22.1 plugin against a 0.22.0 libmyth, but that's no longer possible as of the 0.23.x series. This is in addition that they've also now decided that 0.23.0 and 0.23.1 can't talk to each other since they've added that into the network protocol versioning as well.

My statement was not that the eclass was wrong, but that media-plugins/mythgallery/mythgallery-0.23_p25065.ebuild v1.1 appears to discard the DEPEND/RDEPEND values set by the eclass in favor of its own list, which does not include mythtv at all. For most users, this would go unnoticed since they would likely have installed mythtv first. However, a tinderbox run might be sensitive to such a missing dependency. Is there some quirk to eclass behavior that the package manager does intelligent merging of dependencies from an ebuild and its eclasses? No comment on the complication mentioned in comment #4. I do not have an installed MythTV of the affected series to check.
DEPEND, RDEPEND, IUSE and RESTRICT are stacked (merged) between eclasses and ebuild using them :)
Gone from the tree in an effort to migrate to 0.25.x and media-plugins/mythplugins.
