The TGE license was added to portage for the legends-0.2.2b ebuild. The TGE license doesn't really apply, it was more of a placeholder until they actually decided on something. In the latest release (legends-0.3.0b), they included a copyright statement and disclaimer in the documentation. See Bug 32504. These statements are included in an attachment below.

Looks to me like the "as-is" license would work just fine. I don't see a need for another license file.
Alright. My apologies. I did a grep for "as-is" on everything in the license folder and the "as-is" license didn't show up, else I would have used that. I see it now and I'll change the updated legends ebuild to use "as-is".
