Utlising xen-tools-4.0.0 fails with a permission error or a module error.

I had been using xen 3.4.3 from xen-source, and it was working correctly.
I've upgraded the system to the current packages, and xen does not work.
On emerging xen-tools and xen 4.0.0 I get the following;

idella@genny ~/xen $ uname -a

Error: 'module' object has no attribute 'get_active_policy_name'

idella@genny ~/xen $ sudo emerge xen-tools
.............................
idella@genny ~/xen $ sudo xend restart

idella@genny ~/xen $ sudo xm create -c lenny01.cfg
Using config file "/etc/xen/lenny01.cfg".
Error: 'module' object has no attribute 'get_active_policy_name'

Occurs intermittently.  Initiqially I was getting

idella@genny ~/xen/xen-3.4-testing.hg $ sudo xm create -s etch.com.cfg
Using config file "/etc/xen/etch.com.cfg".
Error: Unable to connect to xend: Connection refused. Is xend running?
idella@genny ~/xen/xen-3.4-testing.hg $ sudo virsh -c xen
error: unable to connect to 'localhost:8000': Connection refused
error: failed to connect to the hypervisor 

get_active_policy_name looks to me like a python error message.

It's more than co-incidence it was working quite well before I updated python.
My python versions appear in emerge --info which will go in the usual place.

Got it going.  Took much time in updating system and python.
The resources of the forum were important in getting it updated.
The cause of 

Error: 'module' object has no attribute 'get_active_policy_name'

was apparently caused by a choice of security module Is selected in xend-config.sxp
The inititial error 

idella@genny ~/xen/xen-3.4-testing.hg $ sudo virsh -c xen
error: unable to connect to 'localhost:8000': Connection refused
error: failed to connect to the hypervisor 

was the error of this posting and I assume the extended updating of python and possibly libpng straightened it out.  I had to create two sym links for libpng to get packages to [re] compile
