Server IP Address: 140.120.230.86 
 
CPU: AMD Athlon-XP 2000+ 
RAM: 512MB 
 
Bandwidth: max 10M 
User connection limit: 20 (if my server can accept more, i will increase) 
 
Server Location: Nation ChungHsing University, Taichung, Taiwan. 
 
Server Admin: ppc52776@mail.cs.nchu.edu.tw 
 
The fact i want to become a rsync server: 
Because in Taiwan, there are only one rsync server...and i like Gentoo ^_^ 
I want to popularize it.

Correction:  I tried 140.120.230.86.  No idea where 129 came from.

I've added 140.120.230.86 to the access list for rsync1.us.gentoo.org.
You should be able to sync with rsync1.us withing 30 minutes.  Please
update your rsync cron jobs to point to rsync1.us.gentoo.org and post
back here when you've done so.  I'll monitor the server for a couple
days to make sure things are working fine.

Are you having any connection problems with rsync1.us?  The server
doesn't appear to be syncing.

no big problem,
just my connection to rsync1 is very slow...

if i use the mirror in taiwan,it is fast.

My server or rsync1.us don't see my connection?

It appears that your server is refusing connections.  That would explain
why it doesn't appear to be syncing.  Did something happen to the config
files?

# rsync -avz 140.120.230.86::
rsync: failed to connect to 140.120.230.86: Connection refused
rsync error: error in socket IO (code 10) at clientserver.c(83)

Sorry,, I forgot to run: rc-update add rsyncd default

so,rsyncd didn't start after reboot.   :p

I've been monitoring it for a bit over 24 hours now, and it seems to be
doing OK.  Will update if there are any problems or when its ready to 
go into rotation.  If there aren't any problems, that should be sometime
on Friday the 14th.

Near as I can tell, the server is missing alot of syncs.
I'm trying to determine if its a problem with the master
servers, or if its a problem with your server (or my 
connection to your server).

I find the problem.
It is my connection to rsync1.us.gentoo.org is too slow,
see the log:

Slow connection seems to be preventing this mirror from working properly.

That's ok.

I will still open my rsyncd for my company to use, and change the mirror site from rsync1.us.gentoo.org to nearby site.
