A patch for this exists in KDE-SVN as per https://bugs.kde.org/show_bug.cgi?id=244942 There still exists a different problem when trying to modify existing printers, but that's a different bug. Note that the equivalent patch also exists for printer-applet.py (kde-base/printer-applet-4.4.3), also a different bug.
Created attachment 241745 [details, diff] fix for system-config-printer printer options with pyqt4.7+ After fixing the first bug, which allows system-config-printer-kde to start with >= pyqt-4.7, you'll run into another bug within options.py in the same package when trying to reconfigure existing printers with it. Attached additional patch to options.py fixes this also (Not from any upstream source, found experimentally).
