Winpdb's download page (http://winpdb.org/download/) says:

You can use rpdb2.py, the command line debugger included with Winpdb, without installing wxPython.

The ebuild should reflect this.

I have added "wxwidgets" USE flag in dev-python/winpdb-1.4.8.
