it's possible to work around this using -fPIC
This bug may be gone by now. Someone needs to test the latest version of ffmpeg. Since by cross-compilation build environment has been lost since this bug report, I cannot test it at the moment.
should be fixed in gst-plugins-ffmpeg-0.10.13_p201211 (uses system ffmpeg)
