It's present on my system too: # find /usr/include -name 'prio.h' /usr/include/nspr/prio.h nspr version is 4.8.4-r1. I was able to build evolution-data-server by making symbolic links in /usr/include to necessary files from /usr/include/nspr

Something's definitely wrong with your system, as I have -I/usr/include/nspr in gcc command lines for my build of evo. Can you run this: [11:04 athena] ~> pkg-config --cflags-only-I nspr -I/usr/include/nspr It should list that.

Okay, the problem is USE=-ssl. camel.h is missing a protection for it. For now, a workaround would be to enable the ssl USE flag.
Submitted upstream bug, since the simple fix fails.
This is fixed in 2.32
