xfce-base/libxfce4util-4.6.2 requires dev-util/intltool >= 0.31 to successfully configure, but the dev-util/intltool dependency is missing from the libxfce4util ebuild.

Reproducible: Always

Steps to Reproduce:
1. emerge -vu xfce-base/xfce4-meta x11-base/xorg-x11 on a brand new install
2. xfce-base/libxfce4util configuration fails because dev-util/intltool is not present.
3.



Expected Results:  
dev-util/intltool should be installed as a dependency of xfce-base/libxfce4util, before xfce-base/libxfce4util.

it was already fixed in masked 4.7.1... but i've fixed it also for 4.6 series now
