I upgraded to xf86-video-ati-.6.13.0 and after restarting X I noticed high cpu usage (~30% instead of 8%) due to X. I downgraded xf86-video-ati to version 6.12.5 and cpu usage is now normal (~8%).

x11-base/xorg-server-1.7.6 is installed with these use flags:  USE="nptl sdl xorg -debug -dmx -hal -ipv6 -kdrive -minimal -tslib"

I haven't tested yet if problem occurs with other xorg-version or with other xf86-video-ati version
