It's provided by kdebase, and will be there if everything is setup right. Are you using multiple versions of kde? Are your kdedirs setup right? you have kdebase emerged, right? Does /usr/kde/3.1/share/apps/ksgmltools2/customization/dtd/kdex.dtd exist?

do you still use 3.0 kde? If not it may be worthwhile to unmerge it. What are your KDEDIRS and KDEDIR environment variables set to? What are you CXXFLAGS?
KDEDIRS = /usr KDEDIR = /usr/kde/3.1 I don't think kde 3.0 is there, running emerge -cp kde shows no packages CXXFLAGS is not set. CFLAGS="-O2 -march=pentium3 -funroll-loops -fprefetch-loop-arrays -pipe"
You may want to check lists.kde.org and see if anyone else has reported problems like this. From this position, I cannot see anything wrong that would be causing this. You do have libxml2 and libxslt emerged, right?
Yes, libxml2 version 2.6.1 and libxslt version 1.0.33
maybe koffice isn't yet compatible with libxml2 2.6 version?
The problem is index.docbook:11: error: failed to load external entity "dtd/kdex.dtd" so it might be compatiability, but I think it more likely a misconfiguration.
Updated the env variables, appears to work now. (Now running 3.2 so maybe that cleaned something up also). Another bug bites the dust!
