QtDeclarative links with -lQtSvg, which results in a failure on new system which don't have this package installed yet.


Reproducible: Always

Steps to Reproduce:
1. emerge -C qt-svg
2. emerge qt-declarative
Actual Results:  
libQtDeclarative.so.4.7.0 fails to link

Expected Results:  
qt-declarative merge

x11-libs/qt-declarative-4.7.0_beta1-r2 should depend on ~x11-libs/qt-svg-${PV}
