I'm not sure of the correct behaviour. But the official release behaves this way: you download the UI for a language, the same language is also set in general.useragent.locale and in intl.accept_languages. Looks like mozilla-firefox ebuild always sets en-US. Why?
You can install more than one language. Should the ebuild use input from /dev/urandom to decide which one to choose then ?

Will follow upstreams lead and leave it as default you are more then welcome to override it yourself.
