Bug 32555 – dctc: version bump

New versions of dctc often come out in pair with new versions of dc-gui2. 
So it is in this case. Attached are:

- an ebuild for dctc-0.85.6
- two versions of the patch for the configure script, one that is smaller
  and doesn't require autoconf and one that is bigger but needs autoconf
  (just as in bug 32553)
- a patch that fixes the issue with downloading in passive mode (also 
  mentioned in bug 32553)

I believe the autoconf patch could also be used to fix db issues in earlier
versions of dctc (see bug 26708).

please send the passive portage upstream

i added a sed fix for the db-4.x issues and 0.85.6 is now in portage
