I did 'emerge sync' which successfully updated the portage list.

But when I did 'emerge system' (following the installation manual on CD) I got
an error saying that file was not found for m4_1.4-15.diff.gz.

Emerge is trying to fetch the file from
http://ftp.debian.org/debian/pool/main/m/m4/m4_1.4-15.diff.gz which throws a 404.

I tried to access http://ftp.debian.org/debian/pool/main/m/m4/ but don't seem to
find the file in question.

Please be advised that I am attempting to make a fresh installation of gentoo
from Stage 2.

it seems as if your GENTOO_MIRRORS variable is set to "".
Try to adding some Gentoo mirrors.

Try setting your PORTAGE_MIRRORS in /etc/make.conf and this will go away.

I was able to fetch the diff with no problems from ftp://mirror.iawnet.sandia.gov/pub/gentoo/distfiles/

Resolving as invalid.
