During a recent world upgrade, libpq was automaticalle uninstalled and replaced by postgresql-base-8.4. Since then, using libpq does not work properly for me anymore. Try reemerging postgresql-base - IIRC the order of merge/unmerge in libpq -> postgresql-base migration is not quite correct, leading to unmerge of the new files.

Re-emerging fixes the problem.
