http://devmanual.gentoo.org/eclass-writing/ says under Eclass Variables: "The KEYWORDS variable must not be set in an eclass."

The PMS list under 8.2 KEYWORDS as a mandatory ebuild variable. This leaves the ebuild as the only place. Also stated in http://devmanual.gentoo.org/ebuild-writing/variables/index.html under required variables.

Therefore the sentence "Every ebuild should specify a KEYWORDS variable." in http://devmanual.gentoo.org/keywording/index.html should be changed to "Every ebuild must specify a KEYWORDS variable."
