The matroska use flag in VLC disables mkv support from libebml and libmatroska only. If mkv demuxer is present in ffmeg then vlc will support matroska even with matroska use flag disabled. Maybe a local use flag description overloading? other?

enable matroska support using reference libraries (fallback on other existing matroska support if disabled, i.e. matroska enabled ffmeg)
