Mozilla Firefox 3.6.3 won't load any HTTPS URL. It complains about Personal Security Manager or server misconfiguration.

Reproducible: Always

Steps to Reproduce:
1. Run Mozilla Firefox
2. Go to https://mail.google.com

Actual Results:  
An error message is displayed:

Unexpected response from server
Firefox doesn't know how to communicate with the server.
    *   Check to make sure your system has the Personal Security Manager
          installed.
    *   This might be due to a non-standard configuration on the server.


Expected Results:  
A web page is displayed.

This started to happen today. Firefox doesn't seem to ever try to communicate with the server (wireshark doesn't capture any packets to or from port 443).

Firefox-bin is working.

This was broken by reverse dependencies of SQLite.
