sys-boot/arcload doesn't appear as a bootloader to portage.  Every time I try to emerge world, it produces an error stating that "virtual/bootloader" isn't installed.

Reproducible: Always

Steps to Reproduce:
1. emerge -av arcload
2. emerge -uavND world
3. Error: packages are all masked or don't exist: "virtual/bootloader"

Actual Results:  
Error message in emerge

Expected Results:  
No error message

I think this one needs a `PROVIDE="virtual/bootloader"` like /usr/portage/sys-boot/lilo/lilo-22.8-r2.ebuild uses it.
