Bug #197726 where fixed renaming 70-libsane.rules to 39-libsane.rules, but doing so, now libsane.rules gets overridden by 40-gentoo.rules:

# setting permissions
SUBSYSTEM=="usb", ENV{DEVTYPE}=="usb_device", GROUP="usb"


Actually, scanner device's group is set to "usb".
To prove it is overridden by 40-gentoo.rules, if I rename it to 38-gentoo.rules, scanner device's group is set correctly to "scanner".

installed version:
- media-gfx/sane-backends-1.0.21
- sys-fs/udev-154

Sorry, I referred to a wrong bug number.
The bug fixed renaming 70-libsane.rules to 39-libsane.rules is bug #316909

Sorry if this is a silly question, but which package does 40-gentoo.rules belong to? I don't have it on my system.

sys-fs/udev.  I think it's only in recent ~arch versions.

nevermind, it's called that in 149 as well:

  sys-fs/udev-149 (/lib64/udev/rules.d/40-gentoo.rules)

I have the same problem. First 39-libsane.rules changes group to "scanner"
and then 40-gentoo.rules changes all usb devices to group "usb".
Renaming 39-libsane.rules to 41-libsane.rules fix it.
