app-text/rpl is both old and is not free software. Debian has a python-based replacement of the same name that is licensed under the GPL: http://rpl.sourceforge.net/ http://packages.debian.org/sid/rpl Debian's rpl also has a "backup" feature which is not found in the C version. app-text/rpl should be replaced with the debian version.
