Please test on a new created user account and, if still valid, attach ~/.xsession-errors file just after reproducing the problem.

As you should see form the .xsession-errors file, nothing happened after adding the Indicator Applet to the panel for my newly created user.  Thanks.

I think the problem is there are no indicators to show.  I don't think there is a bug here.  If I take a look at the indicator applet package that portage downloaded to /usr/portage/distfiles, looking through the package and the source, it doesn't look like there's anything more than a framework.  I believe indicator-applet needs some indicators installed before any will be available.  I also found an "ubuntu-overlay" which further suggests that nothing is wrong with the indicator applet, it's just missing some guts.  I suggest closing this and looking to bring packages similar to what is in the ubuntu-overlay into portage.

indeed, the applet itself is empty if no indicator is installed. Thanks for reporting.

I track the source code in launchpad, many package in ubuntu have use_application_indicator.patch.
If we want make indicator-applet work, we must patch the whole system
