rsync12.de.gentoo.org seems to be hitting it's limit, should perhaps be put out of list if it only can handle 10 connections? (and apparently should have more)

pjp: can you pull it from rsync.europe.g.o and rsync.g.o if it's in either
of those and replace it with a beefier mirror?  It can remain in the rsync.de
rotation.

Removed from main and .europe rotations.
