When building with Gnome 2.28/2.30, HAL use flag needs to be forced off

Gnome >= 2.28.x does not need HAL. Alternative functionality in the form of upower and udisks should be used instead.

should -> may. Upstream is migrating away from hal and this is fine but we still get to support user who cannot run upower/udisks & co. We will not remove hal support until upstream packages do, see our statement in bug #313389.

*sigh* I had not noticed that a bug report had been filed on doing a halsectomy, sorry. 

I think the better solution is to make it strictly optional, as has been mentioned in bug #313389 

Personally, I think the sooner HAL is consigned to the dustbin of history, the better.
