At the moment, it is possible to commit an ebuild using repoman without updating the ebuild's 
ChangeLog.  I'd really like to see repoman detect that the ChangeLog hasn't been updated, and to 
refuse to commit the ebuild until there is a corresponding ChangeLog entry.
