This might be a clue to the problem: bug #204485, comments 8 and 9

Try recompiling apr with your current libtool, and then giving apache-tools another shot.

I don't see the connection, but that's all right, I tried it anyway.  Now there are two installed packages I cannot build: apache-tools and apr.

I'm not sure what changed, but I notice that my current version is 2.2.15, so it must be fixed.
