dev-libs/openct-0.6.17 depends on libltdl (of libtool package)

Here is the error:

checking for lt_dlopen in -lltdl... no
configure: error: ltdl not found, please install libltdl and/or libtool

Note, that adding libtool to dependency list will not be a perfect solution, see http://bugs.gentoo.org/show_bug.cgi?id=317309

latest openct doesn't use libtool
