BASE is Basic Analysis and Security Engine for Snort. The last ebuild in portage is for version 1.4.1. But in site you can see the latest version 1.4.5. 1.5 years has gone betwen 1.4.1 and 1.4.5. And in portage the site for BASE now is http://sourceforge.net/projects/secureideas/ not only http://base.secureideas.net. There is no announcement for 1.4.5 release in the second site.
