After installing sqlite-3.6.22-r2 with FEATURES="nostrip", various Ruby bindings which compiled C extensions against libsqlite3.so began to fail. This was due to the C extensions being unable to find the symbol "sqlite3_enable_load_extension" at runtime when libsqlite3.so was loaded. Typically, it should be defined as "extern". If sqlite3_enable_load_extension is part of libsqlite3's private API, then it should not be defined in the header file at all. I tracked this down to the "extensions" USE-flag for dev-db/sqlite not being enabled.
