Portage incorrectly reports some packages that should be updated (same slot) as
new.  This applies to emerge -u, emerge -U, and emerge foo.  Note this bug seems
to have appeared before some time last year.  See bug 8128.

Reproducible: Always
Steps to Reproduce:
1. emerge -s pango
2. emerge -p pango
3.

Actual Results:  
emerge -s pango

*  x11-libs/pango
      Latest version available: 1.2.5
      Latest version installed: 1.2.3
      Size of downloaded files: 845 kB
      Homepage:    http://www.pango.org/
      Description: Text rendering and layout library

emerge -p pango
These are the packages that I would merge, in order:

Calculating dependencies ...done!
[ebuild  N    ] x11-libs/pango-1.2.5



Expected Results:  
packages that are updates to previously installed packages should be reported as
such.

I'm noticing this with mm-sources also. Using portage-2.0.49-r13

Differing Slots are new versions.
