The OK Button does not always close the preferences window. Instead the cancel
button has to be used.

Either the OK button should be greyed out then, or better be working.

Reproducible: Always
Steps to Reproduce:
1. Choose tools -> options -> security -> cookies -> exceptions
2. edit some sites, close cookies window with OK
3. click on OK for the preferences window
Actual Results:  
nothing

Expected Results:  
preferences window is closed
