Builds fine on x86, rdeps build against this version, ran some tests of rdeps. No problems encountered. Please mark stable for x86.

dev-python/scientificpython-2.9-r1 and stable dev-python/scientificpython-2.9 differ only in CVS header and KEYWORDS, so I have stabilized dev-python/scientificpython-2.9-r1 on all architectures.
