When cross-compiling the package (Target=x86_64), configure fails with the following error:

* ERROR: sci-libs/fftw-3.2.2 failed:
 *   Unable to resolve sys-devel/gcc to an installed package


Reproducible: Always

Steps to Reproduce:
1. build cross-dev environment for x86_64-xxx-linux-gnu using latest toolchains.
2. xmerge sci-libs/fftw

Actual Results:  
 * CPV:  sci-libs/fftw-3.2.2
 * REPO: gentoo
 * USE:  amd64 elibc_glibc fortran kernel_linux multilib openmp sse sse2 userland_GNU
 * ERROR: sci-libs/fftw-3.2.2 failed:

It appears related to the USE openmp, remove it and everything builds perfect.

This is because built_with_use does not handle ROOT set to anything other than / properly, see bug 145134. has_version sys-devel/gcc[openmp] might be an alternative.
