kde-base/gwenview-4.4.1-r1 and kde-base/gwenview-4.4.2 have jpeg-8 support, I'm afraid you are out of luck with media-gfx/gwenview which isn't in portage anymore, and is for KDE 3.5 which we don't maintain anymore.
