ssl? ( >=net-libs/gnutls-2.1.7 )

I think better rename that 'ssl' USE flag to 'gnutls', as other packages do.

No, USE="ssl" is for controlling SSL support which gnutls provides. 

I.e. It's not to control openssl depend, but whatever provides the SSL support.

At least net-analyzer/wireshark and app-emulation/wine have different usage of these USE flags.
