Bug 31209 – lprng 3.8.22 installs conf files in wrong location

lpr looks for lpd.conf and lpd.perms in /etc/lprng/lpd/, but they
are installed in /etc/lprng/

The problem is due to a change in the package's configure.in

The proposed patch doesn't work.
The switches to configure should be
--with-lpd_conf_path=/etc/lprng/lpd.conf 
--with-lpd_perms_path=/etc/lprng/lpd.perms
Added new patch.
