Do you have any idea about why a repoman check has not even been requested to check this? Seems that lots of other packages are also installing this useless file Thanks for the info
INSTALL file might as well be custom one, with useful information, such as howto install additional plugins. There's no way around this in repoman, you just have to look at the docs you plan to install.
