Problem seems to occur when the file /usr/share/qt4/mkspecs/qconfig.pri has modification time in the future.

Workaround is to set your system clock to a value where that file doesn't have a modification time in the future, qt-xmlpatterns then compiles just fine.

Reproducible: Always

Steps to Reproduce:
1. Set back the system clock >6h
2. emerge =x11-libs/qt-xmlpatterns-4.6.2

Is there anything special about /var/tmp you're not telling us?

Nothing special about it. It's on the root partition.
You don't have this behaviour?
