When emerging net-misc/openssh-5.4_p1, the build fails with the attached error message.

Reproducible: Always

Steps to Reproduce:
1. emerge -av openssh

Actual Results:

you have local crap in /usr/local/include/ that is interfering with the build.  no package installs into /usr/local/, so something you did placed these things there.  not a bug in the ebuilds.
