app-emulation/libvirt with USE=network does not depend on iptables and dnsmasq resulting in weird errors

Reproducible: Always

Steps to Reproduce:
1. install app-emulation/libvirt with USE=network
2. create a network (e.g. with virt-manager)
Actual Results:  
Mar  8 00:07:55 [libvirtd] 00:07:55.832: error : virRunWithHook:869 : internal error 'dnsmasq --strict-order --bind-interfaces --pid-file=/var/run/libvirt/network/default.pid --conf-file=  --listen-address 192.168.122.1 --except-interface lo --dhcp-range 192.168.122.2,192.168.122.254 --dhcp-lease-max=253' exited with non-zero status 1 and signal 0: _

Expected Results:  
no error

the actual result is after manually install iptables (after which dnsmasq is still missing)
